Fixing Overlaying Layer with Dropdown in IE

The problem I want to discuss in this article appears only in Internet Explorer. When absolutely positioned layer (div) is overlaid with a dropdown or some ActiveX component. In such situation z-index style sheet property does not work and layer shows under such object.

Web developers very often use absolutely positioned layers to make navigation elements like drop-down menu, show messages and even making-up of whole page. So is there any workarounds?
